Just an update. I created an internal hyperlink and that worked perfectly.

I may be mistaken about successfully creating a cross-reference before. I think it was probably a hyperlink and I just forgot.

I still don't know why cross-references wouldn't be working but hyperlinks will do the trick so nothing critical.
