Default Verso and Recto, Odd and Even

Hi, I've never done much with Microsoft Word beyond the basics, but I've been thrown into being the Word guru at my new job and am learning quickly. One issue I'm continually running into is issues with verso (left-handed) and recto (right-handed) pages. I've been using odd-page section breaks between chapters to ensure that new chapters start on a recto page, but this has been causing issues. We produce large reports with front matter: table of contents, table of figures, table of tables, that may run several pages.

Because I use roman numerals for the front matter page numbering and then restart the page number at "1" for the first chapter, word will not automatically start the first chapter on a recto page because "1" is odd, and therefore, obviously, it's the next odd page. If the table of contents ends on an odd page, it will simply start the next page without a blank page in-between. I've been manually inserting a blank page when needed, but I'd like for word to handle it automatically if that's possible.
