In a quick update, we have learned that this appears to possibly be a MSWord/Office 2007 potential bug issue.
If we downgrade the save version from .docx to the older 97-2003 version of .doc and then email or transfer the file the link is not changing to include that ! exclamation point and things work correctly. We are moving to Office 2013 in about 2 weeks, so hopefully this gets resolved with the new version.
