Otherwise, you can mark text separately for a Table of Contents using TC fields just as you would for a Table of Authorities. The complex documents link above goes into both of these methods.

We tried marking the text, but we would still have to add the "Article" and "Section" numbering field for each entry.

You can set up the numbering you want following the link about outline numbering.
