Using ASK and FILL-IN fields. Most users find these annoying. Simple Content Controls will probably do what you want but they don't "pop up."

See the ASK field tutorial at Tutorials and Word Content Controls. Neither of these tools require macros.

Note: You do not want your users to "open" your templates, but rather to create a new document based on the template. This is a very different process. Templates in Microsoft Word
