When selecting Insert/Auto Text/Header-Footer there is grayed out area so can not make a selection.

It has been a long while since I looked at Word XP, but I think you are referring to the Insert Autotext menu, which is context sensitive and based on styles.
You will only see entries under Header/Footer if you have entries formatted with the Header/Footer styles. Indeed unless the style at the cursor is the normal style, you will only see entries that relate to the current style. None of the sub menus will appear.
