When 1 Person Opens or Sends a Doc the Bullets Indent Spacing Possible Tabs are not spaced as before

PROBLEM: When one particular person opens a Word doc the bullets and spacing are always way off and distorted EVEN IF another person has fixed the doc and the same doc appears fine on other user's screen. I'm guessing this one particular user has something in their settings that is causing this error but I don't know what. I have attached an example doc to show the problem we are having. A lot of our docs are in this table format with the bullet points and this continues to happen with different docs from this one user.
Possible tabs issue...I also looked into paragraph spacing and indentation but cannot solve.
Also of significance- the bullets and spacing cut off the first letter of each bullet point.



I need to find out what is causing this problem, please don't just suggest I cut and paste the document into a new doc. That will not help as when we do that and send the new doc back to the user it is all messed up again when they open it in their Word.
