I found the problem. Though I do not understand exactly how the two items are connected.
I found that in one of the generated tables in the report there was a cell that numbered the cell entries. There were three numbered entries so the count jumped from 2 to 5. Example Table Actor Description 1 Use Case 4 2 Use Case 5 3 Use case 6
