How did you set up numbering in the first place? Is it style-based? Did you apply manual restarts or are numbers part of a multilevel list?
Unless there is conflicting formatting in the target document (that is, if you applied a different kind of numbering there), both kind of restarts should survive copy and paste. Also, which are your default settings for pasting?
