Word 2003 comments not appearing in Word 2013?

I have a document created in Word 2003. A reviewer entered a number of comments. When opening the document in Word 2013, the comments don't appear in the Reviewing Pane. (Comments created in that document in Word 2013 do appear.)

Is there a setting we're missing?

Go to Review>Tracking>Show Markup and make sure the 'Comments' option is selected.
