I am unable to get page numbers to appear in the page footers of a document I have. Here's the situation:

Whenever I have the Page Number Format window open, and I click OK, no page numbers appear. Does anyone know why page numbers are not appearing? Page numbering is supposed to start in Section 3 of the document. In other words, the first page of Section 3 is supposed to show as page "1" in the table of contents that we see in Section 2 of the screenshot, and it should also show "1" in the footer section.
