The bar would go in the header or footer.
Are you trying to print the bar or print on pre-printed letterhead? The above links address both issues.

Thank you for the response

OK so I used Text Box and as soon as I finish typing in that 1st page and go to 2nd page, the left bar jumps from 1st page to 2nd page.

I am attaching the Word File. Can you please look and tell what did the designer used ?

Thank you

You should anchor the shape (or text box) to the first page header, not to a paragraph in the main body of the document.

In the attached document, I have done the following: First I cut the shape from the main body. Then I double-clicked the header area. After it got activated, I selected the "Different first page" option on the ribbon. I then pasted clipboard contents, saved and closed the file.

For more on letterheads, see the article that Charles linked to.

Remember that generally the first page of a letter has a different appearance from continuation pages. Often you will use different first page settings to keep your letterhead on just the first page.

Wow ... Thank you Stefan.

OK here is another one:

Can you tell, how to do this one? The curved left bar will be an image background. On it we will place the icons and texts.

Any idea how to do it. I tried it by putting it in the Header but its becoming too complicated while putting the icons and the text.

Thank you.

Well, it is complicated.

It all needs to be in the header or footer.

You put in the basic graphic for the bar. Then you add one or more text boxes to carry your text with those text boxes being in front of the graphic, but still anchored in the header or footer. You can "group" your graphical elements.
