Default Template: Chapter level 1 new page and further down

Hi

I am making a template and would like every new chapter on level 1 to start on a new page and "further down the page" than ordinary text and lower level of chapters.

To make the fomat style to start on a new page is no problem. But the heading won´t move further down regardless of how many "points" I put in before.
I have a vague memory of that Shauna has descibed this as a bug.

How do I get around?
Note: It will be a template.

Spacing Above will be ignored for all paragraphs which are not at the beginning of a document or section; this is new behavior in Word 2013. To get the older behavior, you can save the template in *.dot format (Word 97–2003 template).

… or if you don't want to mix versions, you could add an empty paragraph (perhaps with its own style, something like :anchor or :spacer) before the level 1 heading.

Probably the only case where I'd even consider using empty paragraphs for spacing/layout :-}

Of course, if you continue to edit the document, the "spacer" paragraph may move so that it isn't at the top of the page anymore.
