Question Footer changes, even though it's linked

I have a 70 page document. Page 1 has no header/footer. My footer is just a 2x2 table.

Pages 2 thru 70 have the same header and footer (with the exception of the page number in the footer). For some reason, on page 63-70, the footer is shifted to the right by about .5". On page 63, If I drag the column to the left to center it, it obviously centers the footer on 63-70, but it moves the footer on pages 2 thru 62 off center, to the left. Same behavior happens with the header.

Tx.
