A couple of thoughts:

Control over how text is pasted lies in the application receiving the text.
The Office Clipboard generally remains open so long as there is any office application open (including Outlook). Closing all Office applications purges the Office Clipboard although not the Windows clipboard. Clearing the Office Clipboard also clears the Windows clipboard.
