While you're at it, consider whether the reader actually benefits from folio-by-chapter numbering. I'd sooner be directed to page 38, and look for one piece of information, than page 3-14 and have to look for two.

The hope that readers will diligently handle a new version by pulling out 6-18 to 6-24 and replacing them with the new 6-18 to 6-26, plus the updated table of contents … may be misplaced in all but the most disciplined environments.
