Select the cell that you want to combine and drag it across the other cell. Now go on Table tab and click on Merge Cells.

I have office 2003 and can't find "split table" anywhere in word. what am i missing?

Unless you change either table's: column widths; indentation; or wrap format, that requires nothing more than deleting the paragraph break between them.
