How are you trying to change the type of section? You should try changing the "Section start" option in the Page Setup dialog box (to display the dialog, click the dialog launcher button of the Page Setup group on the Page Layout tab or double-click the vertical ruler).

However, note that if you are restarting page numbers in a new section, Word may force an odd page break, because odd-numbered pages will always be as right-hand pages in Word.
