How to Force a "Save As" for a fillable form

I created a form in Word. I protected the document so that only the form fields can be changed. What I also want to do is force the user to create a new document (Save As) and not over-write the form document. I am using this form to register Service Tickets for a business.

I seem to remember being able to do this in Word 2003. I am using Word 2007 and Protection is enabled. Any help would be appreciated.

Save it as a template. Have the user use Office-Button>New to create a new document based on it. (Double-clicking on the icon or a shortcut to the icon will do this, too.)

If you want the template to show up in the New Files dialog, yes.
File New Variations in the Versions of Word

If the user is just double-clicking on the icon or a shortcut to the template, then it does not matter where it is stored. I prefer to store it in either the user templates folder or in the workgroup templates folder, so it can show up in the new file dialog.
