Default Pilcrow refuses to delete

I have a pilcrow (carriage return symbol) that refuses to delete. When I had a problem like this a while back, it was solved by Suzanne Barnhill as described at the following link:

But this one appears to be different. Unlike the diagnoses in the other case, it's not at the end of a document, and it is apparently not part of a table - at least selecting the nearby table doesn't select it even though I put it there initially to make the surrounding text relate to the table the way I wanted it to. I have attached an excerpt of the main document to this post, containing the place where the problem occurs; the problematic pilcrow is the one just after the word 'naturally' that I have placed in red so you could find it.

If this helps, I should point out that originally I placed the pilcrow at the very end of the preceding page (just a pilcrow, not a Ctrl-Enter page break), so the table with the text next to it would start at the top of the following page. But now I've had to insert text on the preceding page that made two extra lines flow to a position just above the table.

New development: I was subsequently able to solve the problem by taking the phrase "that no deaf signer would ever produce the simple string of signs john love that pretty woman, but that sequences of that sort are not what the language naturally" and moving it down to be level with the top of the table. But the pilcrow did not move with it. Instead it stayed where it was, which now became right after the phrase "this is not to say", at the end of the preceding page, where it had been initially placed. So obviously this pilcrow is somehow linked to that page (containing its formatting?). But if so, why did it move to the next page when material was inserted into the page it was on?

Unless I can understand this, the problem will happen again.
