The problem with your document is that you're using formfields - which require the 'filling in forms' protections - whereas, had you used content controls throughout, you could use just the 'No changes (read only)' protection, with each content control (or even the table cells without the need for content controls) set as an exception. FWIW, formfields are not meant to be used in conjunction with content controls, as they simply don't work well together.
