Chances are that Heading 2 isn't mapped to the TOC 2 style (which it is by default) but to some other style. Its formatting will then be controlled by that other TOC style.
Pressing Alt +F9 reveals this code: {TOC \O "1-2" \H\Z\U}

And on the same note one more question. how do i find out which TOC style is used in the document. Normally i select text and see which Style is highlighted in "styles" box in top bar. But with TOC i cant see any highlights despite scralling through all available options.
