You don't say how you are creating the TOC. Are you using the automatic function (References/Table of Contents)? The only thing that comes to mind is that the style of the item where the table is breaking has paragraph formatting of either "keep with next" or "page break before". However, neither of these should operate in an automatically generated TOC.
You migh try creating a line space -- a return -- between the bullet, or line before it, and the next line and see if that changes your result.
