You might be able to redeem most, if not all of the situation via a wildcard Find/Replace, where:
Find = [^13]{3,} Replace = ^p^m basically, this tells Word to find any sequence of 3 or more consecutive paragraph breaks and replace them with a single paragraph break followed by a manual page break. The choice of 3 or more consecutive paragraph breaks allows for the possibility you've used pairs of paragraph breaks for inter-paragraph spacing (poor practice, but common). If you haven't done that, you could change the 3 to 2.
