I wasn't meaning to offend, merely to point out that you're asking for a non-compliant format under the IEEE guise. Since it seems you don't need the IEEE format, which wasn't apparent from your first post, why not choose one that does have the required order, for example APA, Chicago, MLA or Turabian?

As indicated in my previous post, you can only achieve your aim with the IEEE format by editing the citation references. On reflection, simply swapping the surnames & given names may not be sufficient. Instead, you'd need to input both the surnames and initials as the surname, omitting the given names entirely.

If you're wedded to the IEEE format, you could try editing the IEEE xml file Word uses, but the edits would only affect your system. Anyone you send the document to would only see the standard format. And you'd need to be thoroughly conversant with xml editing. An alternative approach might be to create your own version using the tools at: http://bibword.codeplex.com/. Again, I suspect the style would only apply to your system.
