I am trying to move the comments on the second page, under the comments on the first page. All I can think is that the headers and footers are stopping me from joining the two sets of comments. I have tried to move the footer down by using the margins on the left hand side but it does not change where the "Footer - Section 4" Tab shows up. I took a look into draft view and there is a soft dotted line separating the comments.

How can i get rid of this soft dotted line or is there any other suggestions you may have? Please help!
