OK. Apply a different paragraph style (that is not picked up by the TOC) as suggested in my previous reply. Then add a TC field which sets the text "Overview" to be included in the TOC: Place the insertion point in the Overview paragraph and press Ctrl+F9; within the field delimiters, type TC "Overview" and press F9. Edit the TOC code so that it includes the \f switch, and then update the TOC.
To show/hide field codes, use Alt+F9. To update the selected field(s), press F9.
