Hi Dea,
Instead of inserting the image as a watermark/background, just open the header and use the normal Insert|Picture approach, resize/rescale the image to fit the page if necessary, then set its wrapping to 'behind text'. When resizing/rescaling the image, be aware that your printer probably cannot print all the way to the paper edges.
