Hi Machineworks,
That's a limitation of using IF fields - if you have numbered paragraphs within them, the numbering sequence either (a) disappears when you attach them to the end of the preceding paragraph (ie your para 1); or (b) continues as if they're there even when not displayed when they're attached to the start of the next paragraph (ie your para 3).
