See attached. If you examine the first three levels your original's outline multilevel list numbering scheme against that of my attachment, you'll see the changes.

Note: Because the automatic numbering is now attached to Heading 3, I had to change the Style of some of your other paragraphs that incorrectly had Heading 3 applied.
