Display nonprinting marks, for example by clicking the ¶ button on the Home tab, and make sure that the section break itself hasn't ended up at the beginning of the seemingly blank page.

You should also verify, in the Page Setup dialog box, that the type of section is in fact "Next page" (or "New page"), and not "Odd page."
