Stefan, thanks for your reply.
Solved it. It was not page Break Before. It was caused by Keep With Next.
If you have all Headings with Keep with Next, when you add a Normal Paragraph following the first heading, all the subsequent headings Keep Together and so they flip over to the next page - which is why I cannot see a Page Break.
