what does "effects" do?

can anyone tell me what does the "effects" in page layout tab tool do?

Well, I never use it but, it looks to be simple enough. It is used the change the "effect" of "Theme" (or, a selection of color schemes). Another option that I have not used to date.

Try it out! Select a "Theme" and then click on the "Effects"...you will see the difference.
