Default Table of contents question

hi

I have build headings and styles in my document. I was able to get TOC with one heading without any problem. now we need to modity it and include second level of headings and this is where the problem is. If you see the items below, it describes the flow of my document. As u can see i have main headings (1/2/3/4) which appear in TOC. But the problem is with second level. As you can see in some places, like 2.1, the heading 2 is a full sentence while in places like 3.1 its just a title with more description under it. Of course both heading 2's have different style as they have different fonts.

I was hoping to have TOC with section 1, section 2, section 3, section 3.1 and section 4. Is there a way around this? so basically i didnt want the full sentence of 3.1 appear in the TOC. How do i do this?

1 . Scope
2. Purpose
2.1 the purpose of this document is to satisfy the requirement of the cotnract XX, clause B.
3 Applicability
3.1 Time Scale
