Default Associate Outline Levels with Numbering

I'm having a little issue here. My main goal here is to simply have a Table of Contents based on my numbered levels.

For example, here is a quick sample of the way my notes look.

Code:
I. Here's a title
    a. here's something under this title.
    b. here's something else
II. Here's another title.
    a. here's something under this title.
    b. here's something else under this title
My main goal is to have the first level numbers (I. II. III, etc) to use Outline level 2, and the details under that to use the default Body Text as the Outline level.

That way, the Table of contents can only update its table based on what's listed in Outline Level 2...

Any idea?
