How, exactly, is he starting a new document? Is Word already open? Have you observed this or is it a report from your boss.

In some circumstances, it can take as long as a minute for Word to start, usually when there are a number of Add-Ins. I've known people to get impatient and click outside of Word while waiting.

It sounds as if the Application is losing the focus.
