I am assuming that you tried clicking on it.
Such changes are saved in the Normal template. If for some reason changes to that template are not saved, this would also not be saved. I don't think this would keep you from clicking on the radio button, though. Is your normal template by any chance read-only? I just tried in Word 2010 and had no trouble clicking the radio button even with a read-only normal template.
