Windows 7 64bit Set "Page" as default Image Layout Position (HELP BEFORE I GO NUTS!)

Relative and absolute positions I have the same problem

I check "relative position" for both horizontal and vertical and Move opbject with text.
I hit "ok"
and then I open up the same figure, layout, advanced and magically, the image defaults to absolute position.

I am in word 2010.

Where are the defaults chosen???
