1. Yes, you can add a second scrolling message but it is really just a circus trick and just adds clutter to the screen - why would you want two of these running to distract the users?

2. You can control the speed in two ways, alter the size of the Step or alter the delay between each step. The relevant lines are
iStep = 1
Sleep 20

For example:
If the step = 2, it will move in bigger steps and therefore be faster
If Sleep is changed to 40 it will move slower (or change it to 10 to make it faster)
