Does sierra allow 32-bit apps? The advice you've read applies to Windows versions.

Apparently Apple will discontinue after Mojave (latest OS version). So your answer is "yes".
As for the second part of my question, do I need to reinstall or is there a switch I can toggle to run in 32-bit mode?
