Are you running this on a Mac, or on a PC, when you encounter these issues?
I am running it on a PC. Yes, I see those DD list options too, but when I choose "PedKnock Statutes" or "PedKnock Negligence Laundry List," the corresponding text from the Excel spreadsheet is supposed to populate the appropriate paragraph below -- all I see is the paragraph number.

That would break the nexus between the dropdown selections and the output list. If I recode the macro so that subsequent entries are not deleted when changing a given response, it will be possible to go some way to addressing this by allowing users to change a previous response.
Not sure what you mean here, I can't choose them in any order (for example, no DD list appears next to #17 when I have only chosen responses for #1 and #2). I want to be able to (for example) choose a response for #2, then #17, then #24 (in which case the document at the bottom would just have "2. blah blah blah", "17. blah blah blah", and "24. blah blah blah" -- ideally (but not crucially) with blank paragraphs for the intervening numbers) and for the responses chosen for #2 and #24 not not to refresh/delete if I change the response chosen for #17.

One of the possible responses is "Other" - which can be the response to multiple questions. So there can never be more DD lists available than valid responses.
