Default Custom toolbars (as in Word 2003 and earlier)?

I have an old laptop that I'm keeping around only because Word 2003 is installed on it, and I occasionally use it to create custom toolbars for use in .dot files.

Is there any other way to do this? I know that the toolbars are generated (?) with XML in Word 2007+, and that it's not a simple process. Is software available that essentially duplicates Word's old ability to create custom icons and toolbars and to assign commands or macros to them? I don't mean that it needs to do this only for .dot files; I'd be perfectly happy with a way to do it for .dotx files.

Thanks in advance for any information or insight that anyone may have.
