make a PDF that
1. asks relevant questions (making variables) first 2. then gathers appropriate pages and 3. fills out forms according to the variables. 4. prepares to print only needed pages. Or is this possible? for example, eviction paperwork |

Word can create documents with variable input - see for example http://www.gmayor.com/Userform.htm
You can save as PDF whatever you add to the document.
