Default Edit button grayed out in macros dialog box (word 2013)

I've upgraded to Office 2013 and brought macros originally developed in Word 2000 and 2003 to Word 2013. The macros were not added to normal.dotm but instead put into a file named wordmacros.dotm and placed in the "startup" folder on the local machine. The macros appear in the macro list and work as written, but I can't edit any of them. The "Edit" button is grayed out in the "Macros" dialog box. Alt+F11 brings up the VBA editor but when I click on the Wordmacros project, I get a "Project is Unviewable" message in a text box labeled "Project Locked". I have not locked the project. This problem happens with different macro templates on different machines on unrelated networks. I've spent a couple of hours searching the web and have found others having the same problem, but no answers. The .dotm files are not hidden or set to read only. Can anyone help?
