If you create your table, then edit its properties to fix the column width and row height to whatever you want, then any pictures you insert into those cells will be constrained to those dimensions.

To fix the column width, right-click on the table then choose Table Properties|Table > Options and uncheck the 'automatically resize to fit contents' option.

To fix the row height, right-click on the table then choose Table Properties|Row and use the 'Specify height' option to set the desired row height and choose the 'Exact' parameter.
