If you have a floating table (text wrapping) then you have a lot of things going on. Floating tables don't like to span multiple pages so I'm not surprised you are having issues when it gets overfilled.
I would recommend you work on changing the template layout so it works with both a minimal and maximal sized content (generally I start designing with a maximum possible content). I would think this will mean you need to place the table as an inline table nested inside another table which has non-visible borders.

I actually have that setup and it works to keep the table and text in line on the first page, but one small issue is the text on the left side should go around the table when its ended. I am not sure I can merge my left column (already merged) with just one cell on the right column?
