Default problems with repeating headers

I'm in the process of reformatting some documents produced by another group. A lot of tables are involved, and header repeat is acting a little flaky.



I have an H1 paragraph, with the table immediately below. All tables have Allow Row to Break across Page disabled, and all tables are set to have the table header repeat at the top of each page.

I have a few tables in which the headers don't repeat. In one case, it's because the row is so long is HAS to break across the page. But in three others, there is not apparent reason for the header not to repeat.

One thing I have noticed: Normally, if you mouse-click to the immediate left of a row, the entire row is selected. In two cases, that doesn't work--if you click to the left of a row--ANY row--the H1 paragraph above the table is selected. I'm guessing that's a clue to the problem, but I don't know how to fix it.

I've tried stripping out all formatting, clearing all the table settings, and reapplying the table layout, but to no avail.

Any suggestions will be most appreciated.
