Your problem description is ambiguous. You seem to be implying that tables below the one you're editing move up and into it. That is not the normal behaviour and suggests you have: a) a faulty Office installation; b) a corrupt document; and/or c) an errant 3rd-party addin.

Perhaps you could attach a document to a post to demonstrate the problem.
