To do this I created a 14-column table, whose cell margins I set to 0 all round, without the ability to 'Automatically resize to fit contents' (using Properties>Table>Options on the Table Tools|Layout tab).

I then gave the columns alternate widths of 2cm and 0.5cm (using Properties>Column on the Table Tools|Layout tab).

The rows, likewise alternate between 0.5cm and 1.5cm (using Properties>Row on the Table Tools|Layout tab, with the row heights set to 'exactly').

I then deleted the right & top borders for the 2cm*1.5cm cells (using the Borders button on the Table Tools|Design tab), to give the appearance of a 2.5cm*2cm cell with a 0.5cm*0.5cm box in the upper corner.

To finish things off, I changed to table's text wrapping to 'around' and set its positioning as centred vertically & horizonatlly relative to the margins (using Properties>Table>Positioning on the Table Tools|Layout tab).
