The reason is the keyboard layout is set to American, or UK English - if the number 2 is ["] and ' is [@], then you have a UK keyboard layout - if the other way round, then it is set to US layout.
Go to the Control panel of your OS and go into 'Regional and Languages' and change the keyboard layout to the one you need. |

I have changed the language setting as suggested and the problem still persists? Do I have to shut down first maybe?
